Champions of Deceit : The Legislative Process and Health Care reform.

Hearing about the health care reform bills passage is daily, opening up the veil of the legislative process more. Adding to the disillusion of average Americans. The Presidential position is idealized and problematic.
The democrats in congress, position are more dire. Members face an uncertain fate in the upcoming elections in November. Republicans in the minority are unable to be affective in this partisan ideological environment .
The democratic leadership has yet to get enough votes to pass the legislation. So now the urgent decisions and hasty procedures take a precedent over compromise and bipartisanship. We get to see first hand what vial and reprehensible tactics our elected representatives have mastered over almost three-hundred years of
rule over the common wealth. The Reconciliation procedure.

The ever widening curtain on congresses inner workings. Shows other means of legislative maneuvering.
That must be used to help get the bill to a vote.

RULE, SPECIAL. Also known as a special order, order of business resolution, or rule, a special rule is a simple resolution of the House of Representatives, usually reported by the Committee on Rules, to permit the immediate consideration of a legislative measure, notwithstanding the usual order of business, and to prescribe conditions for its debate and amendment. The authority of the Rules Committee to report special rules can be traced to 1883. Prior to that time, bills could not be considered out of their order on the calendars of the House except by unanimous consent or under a suspension of the rules, which required a two-thirds vote. Since special rules reported from the Rules Committee required only a majority vote in the House, the new practice greatly facilitated the ability of the majority leadership to depart from the regular order of business and schedule major legislation according to the majority's priorities..................
Studies have documented a significant increase, beginning in the 1980s, in the frequency of special rules that restrict the amendment process. This trend has been variously attributed to increasing legislative complexity, member independence, member partisanship, and leaders' desire for predictable results.

The more we know about the legalistic jockeying that goes on as the regular order of business in the
Congress between the warring factions in the democratic and republican parties. Reaffirms the need for
term limits. Plainly the system of legislative checks and balances has been grossly changed to favor the majority parties ability to get its agenda done. We now see clearly that the system was fed thru expediency
and contempt, for the intentions of the founders. To a more user friendly -system of deft representative governance and self interest.

In the health care debate we have went from following the noble process of fair minded federated republican
governmental procedures to enact legislation and bring sweeping change to our nation. To seeing that become, an illusion- nothing more than a text book version, of the goings on of a civil and national body working in the fair and balanced tradition of deliberation for the welfare of the nation.
Fully exposing us to the real and bitter truth. We have let our self interests blind us. The needs of our purses
and our reliance on government has fueled our ignorance.

What have we learned? A sixty vote majority in the Senate is a myth (reconciliation). All members get a chance to debate the health care legislation now coming to the house is also a myth.
Thru parliamentary procedures and committees the actual bill wont be voted on it will be, "Deemed", to have been.

As a conservative I am more alarmed at what the awareness of all this wrangling in the political and legislative process has shown me about the current republican leadership. These tactics used by the democrats are the same means they use when they get in the majority. These rules and motions didn't just appear. They, more than anyone- helped write them and vote them into use in the house and senate. We can now see how changing majorities in congress is just doing," the same thing -only different". Once either party gets in. Then they cannot be stopped until voted out. The electorate is being forced into reacting against the majority rule; because of the above mentioned methods used by the political parties. We end up voting our discontent.

After thirty years of participating in politics and being a responsible citizen exercising my civil duty.
I declare the system of congress a ,"self interested club of affiliates for the advancement of its interests and needs. Owing its privilege to its personal gain and the betterment of its causes. Uninterested in the pursuit of the public good ."

I further, recon the only true change will come not in new majorities; but in changing the leadership or they
will just govern the same way. The incumbent is the disease we are infected with. Thats what causes the illness of voter disenchantment. The cure for America is not what party to remove in November. Its how much of the leadership in both parties to oust.
